Official: Billboard ban would harm tourism By WILLIAM COTTERELL United Press international state ATLANTA A Florida tourism official told federal administrators Tuesday a billboard ban on interstate highways would be "crippling" to the tourist economy in Florida and many Southern communities that funnel tourists to Florida. Georgia Department of Transportation Commissioner Thomas D. Moreland complained that it would take 30 years and cost an incalculable amount for Georgia to pay for and remove an estimated 25,000 signs that violate federal DOT regulations under the 1965 Highway Beautification Act. And a garden club lady from southwest Georgia fretted that relaxing rules of the roadside would lead to gaudy signs and ugly junkyards springing up in some of the South's prettiest spots. The Florida spokesman, Georgia highway chief and state garden club president were among nearly 50 witnesses who signed up for an all-day hearing by the Department of Transportation on possible changes in the "Lady Bird Bill" of the mid-1960s, named for former first lady Mrs.

Lyndon Johnson, who worked actively for national beautification. C. Dean Gaiser, assistant director of the tourism division in the Florida Department of Commerce, said nearly 24-million tourists drove to Florida last year spending money along the way in neighboring states. He said that "when any factor imparts a decline to Florida travel, these states also face proportionate losses in travel revenue." Gaiser said "a high percentage" of the illegal signs have been removed since 1965 in most states and that the growth of new signs has been held down. He said future sign restrictions should not be mandated from Washington, but should be left to zoning and land use rules of state, county and city governments so that areas wanting the sign business can have it.

"Unless the final program developed by the Federal Highway Administration contains provisions that will enable tourism entities to continue to present their product to the traveling public, the resultant effect could be crippling to the economies of destination states such as Florida," he said.
