Monday, eight prisoners were being moved from a cell on the jail's second floor to a first-floor meeting room for a religious service when three of them attacked corrections officer Imelda Reyes, deputies reported. They pushed her to the floor and took her keys, but the key ring broke, scattering the keys on the floor. Instead of going for the keys, the three inmates crashed through a chain-link gate on the jail's back porch and fled into the neighborhood surrounding the jail. One inmate, Arthur Steven Collier III, 30, was captured after a fight with two guards who had chased him to the corner of Seventh and Main streets. Four corrections officers were injured during the escape: Officer Austin Scoggins was cut on the head and arms during the fight with Collier, treated at East Pasco Medical Center and released early Tuesday.

Officer Kevin Browning, the brother of Pasco Supervisor of Elections Kurt Browning, suffered bruises and complained of chest and stomach pains after his fight with Collier. He also was treated and released. Officer Kenneth Marsh, who suffered a superficial stab wound in the side, also was released after treatment. Officer Reyes remained in stable condition at the hospital Tuesday with a knee injury. COLLIER, WHO this week was to stand trial on a July escape charge, was charged with another count of escape, resisting arrest with violence and battery on a law enforcement officer Monday night.

Still at large Tuesday were Ricky Seal, 26, and Morris Lee Smith, 32. Seal, originally from Palatka, is a convicted rapist who has escaped from at least three other jails. He was in the Pasco County jail awaiting trial on charges he escaped from Zephyrhills Correctional Institution on Aug. 24, 1983. Smith, who is from Pasco County, was serving a 15-year sentence for the attempted murder of a Zephyrhills police officer in 1982.

He also had been convicted of trying to escape from the Pasco County jail in New Port Richey last year. He was at the Dade City jail after being transferred here from the Florida State Prison at Starke to testify on behalf of Jessie Haynes, whose murder trial is set for next month. About 75 officers from the sheriff's department, Dade City and Zephyrhills police and fire departments and the Florida Highway Patrol searched for Seal and Morris into the wee hours of Tuesday morning. FROM A command post in a parking lot across the street from the jail, officers were dispatched around the neighborhood. They told residents to stay inside with their doors locked while the officers, armed with riot shotguns, searched the streets and yards.

Overhead, the sheriffs department helicopter shined a searchlight on the neighborhood. Just before midnight five hours after the escape sheriffs spokesman Tom Berlinger said he wouldn't be surprised if the two men were still around.

He said in past escapes, inmates have remained within blocks of the jail for as long as 24 hours. But at 7:30 Tuesday morning the command post was closed and coordination of the search moved to the sheriffs office. Pasco County Sheriff Jim Gillum said Tuesday that he will have on his desk by the end of the week a full accounting from jail employees of the escapes. HE ALSO said the jail had a good record of preventing escapes and saw no problems in using the facility for holding prisoners with escape records there. Pasco County government may also share some of the blame for the escape, he said, because the county failed to repair an electric gate at the entrance "for several months" prior to the escape.

But Gillum emphasized that he will withhold his final judgment until he has reviewed the employee reports and all other information collected in the wake of Monday's escapes. "Everyone involved in the entire situation is documenting their statements as far as what happened, what occurred. "I expect I'll see (something the size of) a phone book on my desk," he said. "I indicated to all the units there that I expect massive documentation" by the end of the week. Gillum defended the jail's record on escapes, saying "my understanding is that it has a pretty good reputation." Jail staffers had pointed with pride to the fact that no one had escaped from the East Pasco facility in years when Gillum took his first tour of the jail earlier this month, he said.

MAJ. JIM Francis, who oversees the operation of the county's two jails, said Tuesday that the last successful escape at the Dade City jail occurred in 1978. He added that nobody had escaped from the facility in the three years he has headed the jail system. That contrasts with the Pasco County Detention Center in New Port Richey, built in 1980. That facility has been the scene of two escapes in the last two years.

A 15-year-old boy charged with murder and who escaped in 1983 was apprehended seconds later in the lobby of the Pasco County sheriffs office. In the second escape, deputies arrested Gerald Hale last September after he used a vertical plumbing shaft to climb to the jail's roof and make his escape. Hale remained at large for 12 hours. As for Monday's breakout, Gillum said a broken electric gate at the entrance to the Dade City jail may have aided the three inmates in their break-out GILLUM SAID jail suffers had told him that they had notified the county months ago about the malfunctioning gate, but that the needed repairs had never been made.
