He was born in Detroit and came here in 1987 from Dearborn, Mich. He worked as a salesman and was a square dance caller. He was a Marine Corps veteran of World War II and a member of Edson's Marine Raiders Association. He was a Protestant and a member of Masonic Lodge 172, Dearborn, and Moose Lodge 1429.

Survivors include his wife of 50 years, Georgina four sons, Thomas Port St. Lucie, Harley Oak Park, Gary La Crosse, and Jeffery Arkansas City, and two grandchildren. Michels-Lundquist Funeral Home, New Port Richey. "tit. MRS. HERMAN Kenneth City Authority. In 1988, she was appointed to the board of advisers of the Florida Mental Health Institute at the University of South Florida, serving until her incapacitating stroke.

Born into a poor Norwalk, family caught up in politics and public affairs, Mrs. Herman once recalled her father volunteering the use of the family Buick touring car for a torchlight campaign parade in which she got to ride at age 7 with the mayor. She also remembered the sheriff coming to repossess the car for late payments. Growing up with an appetite for civic action, she drew Red Cross volunteer assignments, then Girl Scout work, in Detroit and at other military postings of her husband, Bill, an Army infantry captain she met when he came home for reassignment during World War II. Survivors include three other daughters, Heidi Soltau, British Columbia, Abigail Rao, Houston, and Paula German, Jacksonville; two brothers, Robert Weed, South Norwalk, and Richard Weed, Santa Cruz, Calif; and two grandchildren.

Her husband, a horticulturist for the Pinellas County School Board, died in Clearwater in November 1991 of pancreatic cancer. Mrs. Herman's body was cremated on Feb. 24 and her ashes were scattered at sea by her four daughters. Some information in this obituary came from a atory in the St.

HILTON, BOBBI JO, 19, of Gibsonton, died March 8. a daughter, Peggy MacLeod of Glasgow, Scotland, reported this week. Her civic activism quickly became apparent after she moved to Clearwater in the late 1960s. She joined the League of Women Voters of Upper Pinellas and served as its chairman in 1975-77. In 1978 she became a member of the Juvenile Welfare Board.

She led it in 1981-82 and remained a member until 1986. "She was a real people person on the board," said James E. Mills, the board's executive director who worked with her for three years. "I used to chuckle that everybody had a specialty that the board turned to. Helen was a kind of superego and conscience of the board, reminding us we are in the business to serve children and families," Mills said Thursday.

Mrs. Herman also served on the Pinellas Licensing Board and the Clearwater Executive Airport McKINNON, ROGERS 62, of St. Petersburg, died Monday (March 6, 1995) at V. home of cancer. He came here in 1933 from his native Grand Rapids, Mich.

North American Cremation Society, St. Petersburg. Pinellas Park BARON, STUART TENNEY, 84, of Pinellas Park, died Monday (March 6, 1995) at Forest Glen Lodge, New Port Richey. Born in New York City, he came here in 1972 from Washington, D.C. A graduate of University of California in Los Angeles, he received a doctorate in jurisprudence from the University of California.

He had a long career as a foreign service officer, with postings in Tokyo, Ryukyu Islands, Okinawa, the Philippines, Republic of Congo, Tunisia, and the bureau of African Nations in Washington, D.C. He was a member of Beta Theta Pi Fraternity and was a member of the Cathedral of St. Peter, St. Petersburg. He was an Army Air Forces veteran.

Survivors include a daughter, Elizabeth W. Dollard, Safety Harbor; two brothers, Eugene, La Canada, and Phillip, Atascadero, three grandchildren, Christine Dollard, Oldsmar, F. Stuart Dollard, Springfield, and Oakley Dollard, Wichita, and eight great-grandchildren. National Cremation Society, Largo. University of Florida.

He was owner of Rogers McKinnon Contracting Co. and an Army veteran of the Korean War. Active in sports, he was a member of the Police Athletic League and was a coach for the Northeast Bandits. Survivors include a daughter, Karen Link, and four sons, David, Christopher, Michael and Mark, all of St. Petersburg; three sisters, Marilyn Bailey, Lake Panasoffkee, Martha Barnes, High Springs, and Helen Welch, Arkansas; and four grandchildren.

Memorial Park Funeral Home-Cemetery, St. Petersburg. CHAPMAN, RICHARD 40, of Sarasota and formerly of St. Petersburg, died Friday (Feb. 10, 1995) in Colorado.

He attended the University of San Francisco and San Francisco City College and was an estimator and bidding contractor for high-rise and commercial construction. He was also a project manager and litigation consultant in St. Petersburg, San Francisco, Hong Kong and New York. Since 1988, he lived in Sarasota, where he was a waiter and chef at various restaurants at night and studied law during the day. He was a member of the American Brotherhood of Carpenters Joiners of America and was active in groups promoting greater visitation and custodial rights to divorced fathers.

Survivors include twin-daughters, Chelsea and Kristen Chapman, Gainesville; his mother, Inez Chapman, Costa Rica; and a brother, David, New York. Anderson-McQueen Funeral Homes, Bobbitt Chapel, St. Petersburg. University, Atlanta, he received his medical degree there in 1942. A Navy lieutenant, he served in the Medical Corps during World War II in the First Marine Division in the South Pacific and was awarded various medals including the Purple Heart. From 1947 to 1978, he was a radiologist at local hospitals.

He was a member of the advisory committee of the Salvation Army Adult Rehabilitation Center and belonged to Lakewood Country Club and St. Petersburg Rotary. His medical memberships included Pinellas County Medical Society, where he was a past president, Florida and American medical associations, Radiological Society of North America and was a past president of Florida Radiological Society. He was an avid golfer, fisherman, and rock, fossil and artifacts collector. He was a member of First Baptist Church.
