But the girl's older sisters dragged her back into the room. Charlie Evans scooped her up his arms and offered to prove he was real by letting her pull on his white goatee. She tugged, the goatee stayed on, and she was convinced.

But the child's initial fright was understandable. Charlie Evans looks a lot like the real William F. "Buffalo Bill" Cody. Even adults touring the ranch are prone to double-takes when they spot him. Dressed in an outfit like the one on a dummy in the front room of Buffalo Bill's old ranch near here, Evans is a ringer for Cody.

Evans, 69, let his white hair grow and grew a moustache and goatee a few years after he was drafted in 1963 to portray Buffalo Bill in a pageant. After that he was asked to come to the North Platte High School football games and ride his horse around the track and fire his revolver "whenever they were fortunate enough to make a touchdown." "Buffalo Bill" Evans still rides at the football games. He has also appeared at celebrations around the state and in 1974 toured Europe portraying Cody in a recreation of Cody's Wild West Show. When he isn't portraying Buffalo Bill, Evans tends his ranch northwest of here, not far from Cody's old ranch. His grandfather homesteaded there in 1873 and Evans remembers seeing Cody in one of showman's last appearances here about 1913.

The busiest time of the year for Evans is Nebraskaland Days, which is in progress this week in North Platte. "He's on call all the time, but he enjoys it," said his wife, Vivian. NORTH PLATTE, Neb. By Employe rules deleted from Tampa code By JOHN PECK Times Staff Writer A divided Tampa city council today voted to remove from the city code a controversial set of ordinances governing employe procedures. By a 4-2 vote, the council approved the deletion of the employe rule and regulation ordinances in favor of the guidelines in the city's personnel manual. Some of the 3,500 non-union city employes have objected to the removal of the ordinances, saying they provide employes with security. As a result of the council action today, regulations governing employe procedures will be at the discretion of the mayor.

The main thrust of the council's action is to establish one set of guidelines and eliminate the confusion between the code and the personnel manual, according to Marjorie Snead, a member of the civil service employe advisory board. The board represents city employes. "The issue is not whether the ordinances should or should not stay on the books, but who in fact should have the ultimate responsiblity for employe procedures," she said. One month ago the council asked city adminstrators to explain the proposed action to employes. But Dennis Ross, director of administration, today told the council, "We could discuss this issue from now until doomsday, and I don't think all employes would be happy. Most, of the benefits in the city code substantially less than those in the personnel manual." Councilman Duncan agreed. "The longer this stays on the books, the more confusion there's going to be," he said in supporting removal of the ordinances.
